The Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict is the oldest of the six cultural conventions under the auspices of UNESCO and at the same time constitutes the basic regulation of this area of international humanitarian law. The article discusses various aspects of the international law protection of cultural property in armed conflict, including their broader context, as well as the safeguarding of cultural property in peacetime against the effects of an armed conflict and similar crisis situations. The article further outlines problematic elements and open legal and practical issues related to this area such as identification and marking of protected cultural property or application of the Hague Convention and its Protocols in respect of non-state armed groups, or possible synergies with other UNESCO cultural conventions. The paper draws, among other things, on the findings of the meetings of the international bodies established by the Hague Convention and its Second Protocol, including the Committee for the Protection of Cultural Property in the Event of Armed Conflict.
